Project Summary

Our Early Warning and Emergency Response (EWER) initiative is rooted in the principle of civilian protection, particularly in conflict-affected and high-risk areas. EWER is a community-based approach designed to anticipate threats, reduce harm, and enable timely, coordinated action. Through this initiative, we work closely with local communities to build their capacity to protect themselves and respond to emergencies more effectively.

At the core of EWER is the Community-based Early Warning and Response System (EWRS), established in collaboration with local youth groups and community leaders. This system supports the identification, verification, and communication of potential threats, ensuring timely alerts and locally-led responses. We provide ongoing training in risk analysis and prevention, emergency preparedness, and civilian protection, while also strengthening coordination between community-based organisations and local administrative structures.

By fostering trust and local ownership, the EWRS helps communities act swiftly in the face of danger—whether that means relocating civilians, sharing critical information, or negotiating for the safety of at-risk groups. This community-led model not only strengthens resilience but also reinforces grassroots protection networks that are vital in contexts where state protection is absent or unreliable. Ultimately, EWER empowers communities to safeguard their own lives and those of their neighbours.
