Transitional Justice: Where Do Key Conflict Parties in Burma Stand?

TJ and Human Rights
This volume of the Beyond Tragedies report series explores the concepts of transitional justice and the positions of key stakeholders in Burma. It examines four political parties, including the National League for Democracy (NLD), and sixteen armed organisations, such as the Karen National Union (KNU). The analysis categorises actors into four groups—pro-TJ, undeclared, context-dependent, and blockers—based on official statements, media reports, and independent sources. It advocates for memorialisation as a core pillar of transitional justice and highlights the State Administration Council (SAC),Tatmadaw, and USDP as primary blockers. Given Burma’s evolving conflict, stakeholder positions require continuous reassessment.
