This report is part of Beyond Tragedies, our human rights and transitional justice report series. It documents systematic attacks on civilians and arbitrary arrests in central Burma during 2024. Using first-hand testimonies, on-site investigations, and open-source analysis, we verified 181 attacks on civilians and 53 arbitrary arrests, mostly by Tatmadaw forces. Despite security challenges, our findings highlight widespread human rights violations and underscore the urgent need for accountability and justice.
